TEC Bylaws

Section 1. Composition

TEC shall consist of:

  1. Voting Members Approved by Majlis Al-Shura:

    There shall be at least seven members. Other voting members may be added to TEC after approval of the Majlis Ash-Shura of the Islamic Association of Raleigh (IAR). In no case shall the total number of voting members exceed nine and no less than four. TEC shall have the following core officers:

      1. Chairperson

      2. Vice Chairperson

      3. Secretary

      4. Financial Officer

      5. Vocational Education Officer

      6. Islamic Education Officer

      7. Public Relation Officer


  2. Non-Voting Members:

    Non -voting members may be added as and when needed.

TEC shall be bound by the IAR Constitution.

Section 2. Bylaws Amendment

TEC bylaws can be amended by a motion. An affirmative vote by at least two thirds of the total number of TEC committee is required for the approval of any amendment(s). Amended bylaws will have to be approved by Majlis Ash-Shura before implementation.

Section 3. Procedures

  1. All decisions of TEC shall require approval of the majority of the members present. Votes will be cast and in case of a tie, the Chairperson shall make the decision. Proxies shall not be allowed.

  2. A TEC seat shall be considered vacant if a member or an officer:

      1. Formally resigns.

      2. Leaves the area for six consecutive months.

      3. Fails to attend three consecutive TEC meetings without being excused by the Chairperson.

  3. A nominee for a TEC vacant position shall be first approved by a majority vote of TEC followed by approval of the Shura.

  4. Any action, required or permitted to be taken by TEC, may be taken without a meeting, if all members of the committee individually or collectively consent in writing to such action. Such written consent or consents, which may be in the form of e-mail, shall be filed with the minutes of the proceedings of TEC. Such action by written consent shall have the same force and effect as a regular vote of such members.

Section 4. Meetings

  1. TEC shall meet as often as necessary to conduct its business as long as quorum is met. Regular meetings of TEC shall be held on a monthly basis. The Chairperson may reschedule regular meetings as needed. Special meetings of TEC may be called by the Chairperson or any three (3) members of the committee.

  2. Quorum is met when more than 50 percent of the voting members are present.

  3. For special meetings Secretary shall give each member at least three days' e-mail notice.

  4. The Secretary, upon advice from the Chairperson, shall prepare an annotated agenda to accompany each notice of a meeting.

Section 5. Officers

    Section 5.1. Chairperson

    The Chairperson shall be responsible for:


    1. Overseeing and coordinating the activities of various teams.

    2. Calling and presiding over TEC meetings.

    3. Collecting ideas for short- and long-term plans for education and presenting them to TEC.

    4. Nominating members to TEC and its various teams.

    5. Planning the budget for TEC with the help of the Financial Officer.

    6. Representing TEC at Executive Committee (EC) meetings, and being a contact person between various EC members and TEC.

    Section 5.2. Vice Chairperson

    The Vice Chairperson shall be responsible for:

    1. Assisting the Chairperson in directing and coordinating activities of TEC.

    2. Assuming the responsibilities of the Chairperson in his/her absence or in the event of his/her inability to serve.

    Section 5.3. Secretery

    The Secretary shall be responsible for:

    1. Assisting the Chairperson in preparing and distributing the agenda for TEC meeting.

    2. Keeping the minutes and records of TEC meetings and presenting the minutes of the previous meeting for approval.

    3. Notifying TEC members about the time and place of meetings.

    4. Keeping a directory of names, telephone numbers and addresses of TEC members.

    Section 5.4. Financial Officer

    The Financial Officer shall be responsible for:

    1. Keeping a full and accurate account of the receipts and expenditures.

    2. The books and records of account shall at all reasonable times be open to inspection by the Chairperson or Majlis Al-Shura.

    3. The Financial Officer shall deposit all moneys in the name of and to the credit of the Islamic Association of Raleigh with such depositaries as may be designated by Majlis Al-Shura.

    4. The Financial Officer shall disburse the revenues of the committee as ordered by Majlis Al-Shura.

    5. Assisting the Chairperson with the planning of TEC budget.

    6. Maintaining a data system to monitor the expenses and income of TEC.

    7. Acting as custodian of all possessions and assets of the committee.

    Section 5.5. Vocational Education Officer

    The Vocational education Officer shall be responsible for:

    1. Scheduling all the vocational classes, seminars and workshops.

    2. Contacting professionals and guests who will teach the students.

    3. Recruiting and supervising new professionals and guests for teaching classes, seminars and workshops.

    4. Keeping records of the teachers' names, phone numbers and addresses. Also, keeping records for all the professionals in the community.

    5. Arranging, and coordinating with Al-Iman school, the facilities needed for classes, and preparing any materials which may be needed for teaching aids.

    6. The Chairperson or Vice Chairperson may concurrently hold this position.

    Section 5.6. Islamic Education Officer

    The Islamic Education Officer shall be responsible for:

    1. Scheduling all Islamic classes and lectures.

    2. Keeping records for all of the Islamic activities that run under TEC.

    3. Inviting Imams, Shaihks and guest speakers.

    4. The Chairperson or Vice Chairperson may concurrently hold this position.

    Section 5.7. Public Relation Officer

    The Public Relation Officer shall be responsible for:

    1. Advertising for all the classes, workshops, seminars and lectures that will be provided by TEC.

    2. Acting as the contact person between the public and TEC, and carrying on any correspondences necessary to the committee.

    3. Coordinate the scheduling of the various lectures, workshops, seminars, and classes with the vocational and Islamic education officers.

    4. Acting as the contact person between the management (of IAR) and TEC.
